Genesis Plus fills the screen but its settings for analog controls don't seem to work (constantly registers a top-left button press when enabled) and neither does its toggles for auto fire. Picodrive comes the closest as it can do everything in that list except scaling the game to fit the entire height of the screen. The frustrating thing is that neither emulator seems to fit the bill.
